It raises a few questions, however. Why does Qri only communicate directly with Genette, and I guess probably Bri? She was in the caravan full of stuff, so why did she risk coming near us? There's also the question of what determines low and high frequency worlds. It seems to be the concentration of magic resources, but our job is to harvest those. That then raises the questions of what happens to worlds if we take those resources from them. Genette says she's been told Qri is required for the well-being of all worlds, but not how or why."

It's casual and calm, all the concerns he has just from Genette's little spiel. "Brie referred to us as a militia while Genette called us a coven. Brie's description seems to be most sound. From what we can tell, we're being conscripted and then trained to invade worlds and take, or probably more accurately steal, resources. The signets are implanted in us on arrival, and we don't know how that works. We also don't know the full extent of their presence in our mind."

He doesn't say it explicitly, but the questions he poses are clearly indicative that he hasn't decided to fully trust what he has been presented with. He needs more information than what they have.
