Tamaki blinks at him, once, twice, and then he can't help but laugh.

"You're kinda funny," he says when he quiets down. He reminds Tamaki of another friend, who also gets wound up when he's embarrassed. Waver seems kind of stuffy, too, which just makes it more amusing.
