It sounds like you have people willing to help out, but I'm new here and not really invested in all this, and you might have trouble convincing some other members of the coven to go along with that plan too. It's a little too dangerous for the supposed benefits. It would also leave a bad taste and bad morale to ask a single person to take all that on.

Objectively, I think it's a better idea to investigate who caused the bombings first and try to catch their specific attention. Maybe there was meaning behind it happening at that specific festival? And if we get someone employed into the local government somehow, we could find out who was on duty that day and question them?

A more extreme option would be that we could even set off our own bomb—in a safe place and without magic—and leave a coded message of some kind with clues of who to track down. While it'd also attract attention of authorities, no doubt any dissenters would be trying to find us too and could shelter us. It's also less likely to get certain people in trouble or ask them to volunteer taking on a lot of risk.
